Actually, he DID win $3, ’cause when you buy -any- lottery ticket, there absolutely no guarantee that you’re gonna win anything back at all. So winning 60% of your money back, most of it, whereas most people who play lose it all, ain’t too shabby. It’s $3 he otherwise wouldn’t have had, and if he’d only hit -one- more $3 winner amongst the other 4 tickets, he actually would’ve made buck.

You have to be 18 years old. At least in California, I’m pretty sure that is a state restriction and not federal. “Ticket” – if you match 3 of them you get another free scratcher. Cheers!
