Do we have to be US citizens or a Green card holders to participate in a lottery? Can a student or a H1 visa holder can participate in VA lottery?
I am well over 18 years and residing here for more than an year

    As long as you are over 18 and legally in the country, there is no problem. Well other than the odds being 170m+ to 1.

    They will take a bunch of tax off you, and a ‘penalty’ for wanting the money all at once. But you’ll still get a nice chunk of change if you win.
